Law Enforcement & Firefighter Appreciation Dinner
The evening started with a tribute video that showed the Orange Police Dept., the Orange Fire Dept., the Orange County Sheriff’s Dept. and the Anaheim Police Dept. in action. You can see the video at https://elks1475.smugmug.com/2919-Po....A.
The annual Law Enforcement & Firefighter Appreciation Dinner is hosted by the Orange Elks and we honored those who protect us! Chairmen of the event Janine Storm welcomed our honorees and their guests and said “No words seem adequate to express the admiration and gratitude for these brave men and women who run toward danger to selflessly save others”.
Member from our Boys and Girls Scouts Troop 1475 presented the flag and lead the Pledge of Allegiance. The dinner was prepared by our all volunteers kitchen crew and served by our scouts. Our master of ceremony for the evening was Chuck Milligan.

Each year at the Elks Grand Lodge Convention, an Enrique Camarena Award is presented. Enrique S. "Kiki" Camarena was an 11year veteran agent of the DEA, who was kidnapped, brutally tortured and then murdered in Mexico in 1985. It is given to a law enforcement officer who has made a significant contribution in drug prevention and who personify Enrique’s belief that one person can make a difference. This year Officer Kevin Moretti of the Anaheim Police Department is that officer. A single family residence in a quiet part of the community for last twenty years was the scene of criminal activities. The crimes investigated at the property included homicide, kidnapping, robbery, drug sales, drug possession, recovered stolen vehicles, felony evading, possession of stolen property, parole and probation violations. Traditional law enforcement methods that were used continued to be unsuccessful in deterring the criminal activity at the residence. It was evident the homeowners were allowing the property to be a nuisance residence as defined by the Narcotics Abatement Act found in Health and Safety Code 11570 through 11587. The investigations into the property determined the residence was a location where drugs were commonly used, stored and sold. Officer Moretti has been a police officer for 11 years. Before working at the Anaheim Police Department, he worked at the Kern County Sheriff’s Department and the Whittier Police Department. He is a certified Drug Recognition Expert who has made hundreds of narcotics-related arrests. He is assigned to the Central District Community Policing Team and leads a Problem Solving Project which focused on ceasing criminal activity at this problem location. Officer Moretti coordinated a meeting between the Anaheim City Attorney’s Office, the police department, and the homeowners of the property in January of 2017. He expressed his concerns and attempted to form a partnership with the owners to cease criminal activity. Kevin provided recommendations and resources, but despite his unyielding efforts, the homeowners continued to allow criminal activity to occur at the property. Officer Moretti coordinated with allied agencies to obtain intelligence information and documentation to prove the necessity for a civil abatement. He led the effort in conducting surveillance operations and make numerous arrests at and around the property. Officer Moretti also drafted a detailed declaration in support of a civil abatement in preparation for court proceedings. Enforcement efforts and the pressure of the looming civil abatement led to both homeowners selling the property to a private investor in early December of 2017. Officer Moretti is commended for using nontraditional law enforcement methods to finding a permanent solution to a long-term community problem.
